The compelling circumstances that have necessitated The Uganda's Anti-homosexuality Bill.


Several developments in Uganda and around the world constitute the compelling circumstances that have necessitated the Anti-homosexuality Bill. These include:

a) increasing incidents of homosexual abuse of children and youth by people exercising power and influence over them like teachers, pastors, parents etc. A recent report shows this. Uganda: Child Abuse rampant.;
b) recruitment of youth into homosexual practice with inducements including money. (Homosexual admits recruiting students).  While we have a law that currently prohibits “acts against the order of nature”, this law is not comprehensive enough to cover the promoters of these acts.  The draft law seeks to stop promotion and further recruitment of unsuspecting children and youth into homosexuality.

c) promotion of homosexuality by some organizations, including a pro-gay book by UNICEF circulated in schools without seeking permission of the Ministry of Education; (UNICEF Book supports teen homosexuality)

d) creation of organizations whose sole purpose is to promote homosexuality in Uganda; (e.g. (Sexual Minorities Uganda); (Gay Uganda); (Integrity Uganda)

e) government-led campaigns at the UN led by some countries like France and Brazil to secure a UN General Assembly resolution imposing homosexuality as an internationally protected human right. For example, on November 18th 2008, France and Netherlands initiated a law which seeks to use the UN to push homosexuality on other nations of the world. This explains provisions in the Bill preventing ratification of treaties and conventions affirming homosexuality and related practices.

f) un-believable growth in the power of the homosexual lobby in western countries, clearly seen since this Bill was proposed in Uganda – entire governments in Europe and America have used their diplomatic offices on an issue that should be freely debated and dealt with by their citizens at civil society level.

g) the mistake in western society, where the issue of homosexuality was treated with kid-gloves as a minor, private issue, but these societies are waking up too late on realizing that the matter affects how their entire society is ran, what children are taught at school and literally what everybody “must believe and practice”. This waking-up is for example seen in anti-gay-marriage campaigns in United States, where US citizens are fighting to retain family values against stiff competition from gay-activists in 31 states where the matter has come up for a referendum vote, winning such battles by the skin of their teeth. These countries are stuck with a huge population of their citizens that has been recruited into homosexual practice over decades of lax attitude that has seen the rise of powerful, well-funded organizations that misinform children and youth about homosexuality and daily recruit them into their ranks. This discontented population is angry, a threat to public order and is demanding equality for self-evident disordered and harmful behavior. This represents a mismanagement of human behavior by public institutions, because legal safeguards were not put in place in time to prevent the spread of homosexuality and related practices.

h) The take-over by homosexuals of western institutions that should have remained as defenders and protectors of moral integrity in society, particularly the church, to the extent that even evangelical church leaders in America no longer protest when a practicing homosexual is appointed into pastoral leadership in the church (e.g. the election to the office of Bishop of  Mary Glasspool in your state of California last week and Gene Robinson in New Hampshire before her). This institutional takeover by homosexuals has been systematic and planned, to the extent that other bodies like the UN, national governments, financial institutions, private companies, NGOs, etc. have become spokespersons of the gay movement and daily use official resources to promote the gay agenda and to arm-twist anyone who opposes this agenda. In a globalized world, this western takeover of institutions by homosexuals has turned into international promotion of homosexuality and of other vices like abortion and pornography in other countries.
Some members of Parliament in Uganda have looked at all these developments as a threat to strongly held family values in Uganda and everywhere and have sought to use their mandate as people’s representatives to seek remedies before it is too late. The Anti-homosexuality Bill, 2009, therefore, while acknowledging that homosexuality is not an innate condition, states as its object: “to establish a comprehensive consolidated legislation to protect the traditional family by prohibiting (1) any form of sexual relations between persons of the same sex; and (2) the promotion or recognition of such sexual relations in public institutions and other places through or with the support of any Government entity in Uganda or any non-governmental organization inside or outside the country”.

What’s the death penalty all about?
Some people have asked about the rationale of a death penalty mentioned in the Bill. There has been a lot of misinformation about this matter with headlines such as: “Gays face death penalty in Uganda”. These headlines are deliberately misleading. This penalty applies only in special cases termed “aggravated homosexuality”, which include, those convicted of unlawful homosexual rape of a child or handicapped invalid; This is a conviction of paedophilles! As highlighted in the problem of “virgin rape cures HIV/AIDS”  the offender can be a person living with HIV; a parent or guardian of the victim where there is abuse of authority! Finally is the use of drugs to stupefy the child so that they can rape them!. Clearly, the intent of this penalty is to protect weaker members of society from being victimized. Please note that for over 15 years Uganda has had the same penalty for persons who have carnal knowledge of minors heterosexually, mainly to protect against sexual abuse of girls by men. This time, this provision intends to provide equal protection of boys, among others.
In the early 1990s, at the height of the HIV Crisis, Uganda sought to protect children, principally girls, from sexual abuse by adults and infection with HIV. There was troubling concern over some people living with HIV/AIDS (PLWA) who raped and infect girls with HIV/AIDS in a grotesque belief of a “virgin sex cure” prescribed by some witchdoctors. Since 1997, Section 123 of the Penal Code only provided protection against defilement (sexual abuse) of girls under 18 years of age. Section 123(1) states that: – “Any person who unlawfully has sexual intercourse with a girl under the age of eighteen years is guilty of an offense and is liable to suffer death.” Sub-section 2 of Section 123 of the Penal Code provides for attempts to defile a girl under the age of eighteen years. It states that: “Any person who attempts to have unlawful sexual intercourse with a girl under the age of eighteen years is guilty of an offense and is liable to imprisonment for eighteen years with or without corporal punishment”. This has and continues to be the law which no one has complained that it is unchristian or a human right violation. Many boys have been violated without legal protection leaving their evil oppressors to get away with no law enforcement protection. The current draft law, simply aims at providing equal protection of the boy child and other vulnerable persons, as currently exists for the girl child. The question for you is this; does the sexual abuse of a boy constitute a lesser crime than the rape of a girl?

The question of human rights and privacy:
Some people have asked whether this law raises questions of human rights infringement. Some have asked whether it infringes the right to privacy, for example, asking what legitimate interest the state has in what people do in the privacy of their bedrooms? But not all things done in private are free of negative consequences on the public. Most harmful behavior occurs in private: corruption, bribery, abortion, murder, rape, etc. Many laws prohibit these private practices. Practices like homosexuality and bisexuality are associated with serious, yet preventable public-health risks. The risk of HIV transmission in male homosexuality is for example about 10 times that of heterosexual sex, simply due to use of parts of the body for inappropriate functions. Other diseases and medical complications are also associated with these practices. Secondly, by its nature, behavior spreads in the population through experimentation, modeling and social affirmation. Increase in homosexual and bisexual practice could thus rapidly reverse Uganda’s success against HIV/AIDS. The state’s interest in public health requires that it takes action on these preventable health risks, not only through education, but also legal deterrents for those who misinform and mislead the public.
An organization recruiting and encouraging people to continue in homosexual practice lacks justification but one dealing in counseling and helping people with behavior management is justified. The clause requiring mandatory reporting of known offenses may therefore need an amendment to exempt disclosure made in counseling situations.

Our Historical Struggle:
When you-(Rick Warren) came to Uganda on Thursday, 27 March 2008, and expressed support to the Church of Uganda’s boycott of the pro-homosexual Church of England, you stated; “The Church of England is wrong, and I support the Church of Uganda”. You are further remembered to say, “homosexuality is not a natural way of life and thus (its) not a human right. We shall not tolerate this aspect at all”. (Gay Row-US Pastor supports country on boycott) He was indeed affirming Uganda’s long historical struggle against institutionalized homosexuality. This recent boycott was not the beginning of the struggle. In fact on June 3rd 1886, 26 Ugandan Christian converts to were martyred for their stand against a deviant king who had taken to the practice of sodomy. Their faith in Christ emboldened them to stand against homosexuality, resisting even up to death. Today we honor them, and June 3rd is a national holiday where millions of Ugandan believers converge to remember and renew their strength.(When faith, state and state inspired homosexuality clash).  As you yourself have said, “..the Bible says evil has to be opposed. Evil has to be stopped. The Bible does not say negotiate with evil. It says stop it. Stop evil”. (12/2007)  Since homosexuality is evil, you cannot possibly be against a law that seeks to stop it unless you have misunderstood it. 

Clarification on the spirit of the Mandatory reporting clause 14:
Finally, sexual abuse of children takes place in institutions such as boarding schools, churches etc. Research by ACFODE, “The situational review of rape, sexual harassment and defilement 2005” in three districts found unusually high levels of coercive heterosexual/homosexual rape and harassment especially in single-sex schools.  Unfortunately the school officials and some police officers, maintain a conspiracy of silence, ignoring the pleas of the children and victims who report these crimes. They value the reputation of the school or other institution above the welfare of the children and adults in their custody. This is the reason for section 14, of mandatory reporting of the offenses within 24 hours. 

This reporting is similar to the mandatory reporting of all “unlawful sexual intercourse” in the state of California in Penal Code 11165 which includes, – rape (261), incest (285), sodomy (286), child molestation (647.6), and statutory rape (261.5). California Penal Code 11166; 11165.7 requires that Teachers, Social workers, District attorneys, Doctors, Psychologists, marriage and family counselors, clergy members and state or county public health employees are required by law to report “unlawful sexual intercourse” as defined by the state of California. If mandatory reporting has been deemed necessary in other in America on sexual offenses, Uganda could use the same measure in specified situations.

What has been our recommendation on the law?
At a special sitting of the Uganda Joint Christian Council a taskforce sat and reviewed the bill to make comments. We resolved to support the bill with some amendments which included the following: 
a. We suggested reduction of the sentence to 20 years instead of the death penalty for the offense of aggravated homosexuality.

b. We suggested the inclusion of regulations in the law to govern provision of counseling and rehabilitation to persons experiencing homosexual temptations. The churches are willing to provide the necessary help for those seeking counseling and rehabilitation.

c. Even with the provision for counseling and rehabilitation in the law, homosexuality should remain a punishable offense to control its spread.

Warning of a widening shift.
We note with sadness the increasing levells of accepting of the evil of homosexuality. The ordination of Mary Glasspool a Lesbian as a bishop in Los Angeles without any condemnation from you, has increased the widening gap between the global south church in Africa and the global north church in Europe and America. In these increasingly dark days, we encourage you not to give into the temptation to water down what the bible says so as not to offend people.  Jesus’s gospel is a stumbling block, and a rock of offense.  Rick you are our friend, we have bought many of your books and have been blessed by them. Do not let the pressure of bloggers and popular media intimidate you into becoming a negotiator for homosexual paedophillia rights in Africa. As you yourself say about evil, – “the Bible says evil has to be opposed. Evil has to be stopped. The Bible does not say negotiate with evil. It says stop it. Stop evil.”(RW-12/2007) Since the bible says that the giant of  homosexuality is an “abomination” or a great evil, you cannot achieve the peace plan without  a purpose driven confrontation with evil.

Same-sex marriage supporters, dispirited by another loss at the polls in Maine-USA.however, they vowed Wednesday to press ahead to get new state laws passed allowing gay couples to marry.

"It's true we've had some setbacks," Evan Wolfson of Freedom to Marry, said after Maine residents on Tuesday voted to repeal their state's law allowing same-sex couples to wed. "But what social justice movement hasn't?"

Maine's law, signed by Democratic Gov. John Baldacci earlier this year, was supposed to take effect in September. Five states have legalized gay marriage: Iowa, Vermont, Connecticut, Massachusetts and New Hampshire, where its law is slated to take effect Jan. 1, 2010.
In California, voters last year passed a measure — widely known as Proposition 8— overturning a state Supreme Court ruling giving same-sex couples a constitutional right to marry. Maine allows for a popular vote on state laws after they are passed, effectively giving citizens veto power over the Legislature and governor.

The Maine legislation passed in April, and Baldacci signed the bill the same day the state Senate took its final vote. He previously had been on record supporting civil unions and opposing gay marriage. "I have come to believe that this is a question of fairness and of equal protection under the law, and that a civil union is not equal to civil marriage," he said when he signed the measure into law.
On Wednesday, a leader of the group that campaigned to repeal the law celebrated. "The institution of marriage has been preserved in Maine and across the nation," said Frank Schubert of Stand for Marriage Maine.

Gay-rights activists vowed to continue to promote gay marriage laws. "We're not short-timers," said Jesse Connolly, campaign manager for No on 1/Protect Maine Equality. "We'll be here fighting. We'll be working. We will regroup."
But they said it was too soon to say whether they would seek passage of a new law in Maine. "Today's not a day to talk strategy," said Mary Bonauto of Gay & Lesbian Advocates & Defenders.

Wolfson says he hopes lawmakers in New York, New Jersey and Washington, D.C., will vote by the end of the year to approve gay marriage.
Such legislation has not fared well at the polls. In all 31 states, now including Maine, where the issue has been put to a popular vote, gay marriage has lost.
"Every time Americans vote on marriage, traditional marriage wins," said Wendy Wright, president of the conservative group Concerned Women for America. "As people become aware of the true homosexual agenda — that it is not about equality but indoctrinating children and discriminating against Christians — they shore up protections against it."


In Washington state, however, a ballot measure upholding legislation that expands benefits for same-sex couples was holding a narrow lead as officials continued to count votes Wednesday.
The law, passed in May and signed into law by Democratic Gov. Chris Gregoire, gives same-sex partners who register with the state the same benefits granted to heterosexual couples.

Parents want Anti-gay Bill enacted

At least 100 parents, branding themselves protectors of African traditional values, have came out to pressure the government to enact the Anti-Homosexuality Bill and ignore threats by donors to slash aid. “They (donors) can keep their money and we will still survive,” Ms Margaret Ssekidde, a concerned parent told journalists in Kampala at a news conference organised by the Family Life Network on Wednesday.


‘Not natural’
The organisation is on a campaign to restore waning indigenous family values, the Executive Director, Mr Stephen Langa, said, stressing that Ugandans will not trade their integrity and promote “unnatural sex” for cash offers from Western governments.


Separately, Archbishop Luke Orombi, a public critic of homosexuality, has said at that they are drafting specific contributions to the Bill now before Parliament. “I am surprised by the global reaction to the Anti-Homosexuality Bill because it is yet a proposal on table for Ugandans to look at,” the prelate said who was addressing a press conference at Namirembe.


US President Barack Obama said the proposed law, which prescribes death penalty for the most heinous gay-related offences, “goes against the tide of history”. Sweden has indicated that the Bill violates minority rights, adding that it will cut aid to Uganda if the Bill is passed into law.


The State Minister for International Affairs, Mr Oryem-Okello, in an interview with Daily Monitor on Tuesday, described as “pre-mature and wrong” the chorus of international criticism based on a Private Member’s Bill.

THE TRUTH ON HOMOSEXUALITY
WHAT EVERYONE MUST KNOW

Okay. Enough of the uninformed talk- let’s face the reality of these debates. In this debate, two things must first be put to the light.
·         God does not sin, and neither does he make mistakes
·         God never tempts people. It is their wicked desires, Satan, and the fleeting pleasures of the world that lead people to sin.

1.       God’s  wrath and verdict on sinful humanity, Homosexuals and Lesbians
Romans 1:18-32
18The wrath of God is being revealed from heaven against all the godlessness and wickedness of human beings who suppress the truth by their wickedness,
19since what may be known about God is plain to them, because God has made it plain to them.
20For since the creation of the world God’s invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made, so that people are without excuse.
21For although they knew God, they neither glorified him as God nor gave thanks to him, but their thinking became futile and their foolish hearts were darkened.
22Although they claimed to be wise, they became fools
23and exchanged the glory of the immortal God for images made to look like mortal human beings and birds and animals and reptiles.
24Therefore God gave them over in the sinful desires of their hearts to sexual impurity for the degrading of their bodies with one another.
25They exchanged the truth about God for a lie, and worshiped and served created things rather than the Creator—who is forever praised. Amen.
26Because of this, God gave them over to shameful lusts. Even their women exchanged natural sexual relations for unnatural ones.
27In the same way the men also abandoned natural relations with women and were inflamed with lust for one another. Men committed shameful acts with other men, and received in themselves the due penalty for their error.
28Furthermore, just as they did not think it worthwhile to retain the knowledge of God, so God gave them over to a depraved mind, so that they do what ought not to be done.
 29They have become filled with every kind of wickedness, evil, greed and depravity. They are full of envy, murder, strife, deceit and malice. They are gossips,
30slanderers, God-haters, insolent, arrogant and boastful; they invent ways of doing evil; they disobey their parents;
31they have no understanding, no fidelity, no love, no mercy.
32Although they know God’s righteous decree that those who do such things deserve death, they not only continue to do these very things but also approve of those who practice them.

  1. Gay people are also made by God. Tolerate them?
The origin of humankind:  Of all the theories relating to origin of man, only the theory of special creation did not receive any sounding criticism. It holds authority beyond doubt.
Gen 1:27 “So God created human beings in his own image, in the image of God he created them; male and female he created them. God blessed them and said to them, “Be fruitful and increase in number; fill the earth and subdue it….”
Gen 1:31 “God saw all that he had made, and it was very good…”
True, all people were made by God, and he loved all he had made.

What happened when they sinned?
Gen 3:23-24 “So the LORD God banished him from the Garden of Eden to work the ground from which he had been taken. After he drove them out, he placed on the east side of the Garden of Eden cherubim and a flaming sword flashing back and forth to guard the way to the tree of life.”
Despite the absolute love of God towards mankind, God broke the law of “tolerance.” He passed judgment on them and banished them from his holy garden. He even went on to place security to guard the way to the tree of life.

  1. Can God kill someone-How severe can God be?
On Earth, we can classify sins as minor offence, criminal, capital offence, felony, and so on. We assign different weights of justice to them, such as forgiveness, mob justice, imprisonment (sometimes for life), death sentence…
What about God? What’s his view of the weighing of sin?
Rom 11:22 “Here we see how kind and how severe God is. He is severe toward those who have fallen, but kind to you---if you continue in his kindness. But if you do not, you too will be broken off.”

God is a God of Justice. From the Merriam Webster Dictionary, Justice is the assignment of merited rewards or punishment! Therefore, in his uncompromisable justice, our loving God does not fail to give punishment where it deserves, unless there is Repentance. From Merriam Webster, Repentance is to turn from sin out of penitence for past wrongdoings, abandon sinful or unworthy purposes and values, and dedicate oneself to the amendment of one's life.
The examples below show that our loving God can be both gracious and severe. It is dangerous not to know how severe God can be.
Rom 6:23 “For the wages of sin is death is death, but the gift of God is eternal life
And so, what examples do we have of sin that leads to death?

Sodom and Gomorrah
Gen 13:13 “But the men of Sodom were sinners and wicked before the LORD exceedingly” KJV
Gen 18:20-21 “Then the LORD said, “The outcry against Sodom and Gomorrah is so great and their sin so grievous that I will go down and see if what they have done is as bad as the outcry that has reached me. If not, I will know.”
Gen 19:4-6 “Before they had gone to Sodom, all the men from every part of the city of Sodom- both young and old- surrounded the house. They called to Lot, “Where are the men who came to you tonight? Bring them out to us so that we can have sex with them.” Lot went outside to meet them and shut the door behind him and said, “No, my friends. Don’t do this wicked thing.”
Gen 19:13 … we are going to destroy this place. The outcry to the LORD against its people is so great that he has sent us to destroy it.”
Gen 19:25-27 Then the LORD rained down burning sulfur on Sodom and Gomorrah—from the LORD out of the heavens. Thus he overthrew those cities and the entire plain, destroying all those living in the cities—and also the vegetation in the land.

Korah, Dathan and Abiram who rebelled against God, and taught others to do the same

Genesis 16:31-35 “As soon as he finished saying all this, the ground under them split apart  and the earth opened its mouth and swallowed them and their households, and all those associated with Korah, together with their possessions. 33They went down alive into the realm of the dead, with everything they owned; the earth closed over them, and they perished and were gone from the community. At their cries, all the Israelites around them fled, shouting, “The earth is going to swallow us too!” And fire came out from the LORD and consumed the 250 men who were offering the incense.

Ananias and his wife, Sapphira’s attempt to lie and cheat God

Acts 5:3-6 “Then Peter said, “Ananias, how is it that Satan has so filled your heart that you have lied to the Holy Spirit and have kept for yourself some of the money you received for the land? Didn’t it belong to you before it was sold? And after it was sold, wasn’t the money at your disposal? What made you think of doing such a thing? You have not lied just to human beings but to God.” When Ananias heard this, he fell down and died. And great fear seized all who heard what had happened. Then some young men came forward, wrapped up his body, and carried him out and buried him.”

Those who cause innocent/weak people to sin
Mark 9:42 “If anyone causes one of these little ones—those who believe in me—to stumble, it would be better for them if a large millstone were hung around their neck and they were thrown into the sea.”

  1. What about God’s grace and love through Jesus who came for and died for sinners?
God came for sinners and we are all sinners until we confess unto salvation in the son of God
Jesus frequently went to sinners, and dinned with them, so he could pull them out of their sins.
When he forgave the prostitute, he said:
John 8:7-11 “Let any one of you who is without sin be the first to throw a stone at her.” Again he stooped down and wrote on the ground. At this, those who heard began to go away one at a time, the older ones first, until only Jesus was left, with the woman still standing there. Jesus straightened up and asked her, “Woman, a where are they? Has no one condemned you?” “No one, sir,” she said. “Then neither do I condemn you,” Jesus declared. “Go now and leave your life of sin.”

Romans 3:23 “For all have sinned and come short of the glory of God”
1John 1:10 “If we say that we have not sinned, we make him a liar and his word is not in us”
Luke 19:10 “For the son of God came to seek and save that which was lost”
How far does this grace stretch?
1 John 1:9 “If we confess our sins, he is faithful and just to forgive our sins and cleanse us from all unrighteousness”
Romans 5:20 “The law was brought in so that the trespass might increase. But where sin increased, grace increased the more so that just as sin reigned in death, so also grace might reign through righteousness to bring eternal life through Jesus Christ our Lord.”
Romans 6:1 “What shall we say then? Shall we continue in sin, that grace may increase? By no means!”
Who is the law for, and is it necessary?
1 Timothy 1:8-11 “We know that the law is good if one uses it properly. We also know that the law is made not for the righteous but for lawbreakers and rebels, the ungodly and sinful, the unholy and irreligious, for those who kill their fathers or mothers, for murderers, for the sexually immoral, for those practicing homosexuality, for slave traders and liars and perjurers. And it is for whatever else is contrary to the sound doctrine that conforms to the gospel concerning the glory of the blessed God, which he entrusted to me.”
Does faith or religion have a right and role to play in Politics, law and way of life?
Consider these instances.
  • When politicians are being sworn into Power, they always hold a Holy book. They also invite religious leaders to pray for them.
  • The Bible tells us that all leadership comes from God, and commands us to pray for the state, and the peace of the land we dwell in.
Should, therefore, the issues of the state be separate from faith in God, who gives leadership? No! Leaders need the assistance of God in how they must lead. Thus, it is dangerous for believers to distance themselves from the issues of the state.
Christians have AN ABSOLUTE RIGHT, EVEN A MORAL AND GOD-GIVEN DUTY to enforce the laws of their God by using God’s commands to make laws that apply to their land. God does not allow us to conceal or ignore sin and evil, but to point it out clear and condemn it. That is why “he sent the Holy Spirit to convince the world of its sin, of God’s righteousness, and warn it of the coming judgment.”
What do we do with Christians who are perpetual sinners?
For the sin that does not end in death (explained above): 1 John 5:16-17
1 John 5:16-17 “If you see any brother or sister commit a sin that does not lead to death, you should pray and God will give them life. I refer to those whose sin does not lead to death. There is a sin that leads to death. I am not saying that you should pray about that. All wrongdoing is sin, and there is sin that does not lead to death.”
1 Corinthians 5:1-5

  1. Should we love or hate Enemies?
We are nothing if we have no love
1 Corinthians 13:1-3 “If I speak in human or angelic tongues, but do not have love, I am only a resounding gong or a clanging cymbal. If I have the gift of prophecy and can fathom all mysteries and all knowledge, and if I have a faith that can move mountains, but do not have love, I am nothing. If I give all I possess to the poor and give over my body in hardship that I may boast, but do not have love, I gain nothing.”

Now, what is love?
1 Corinthians 13: 4-8 “Love is patient, love is kind. It does not envy, it does not boast, it is not proud. It does not dishonor others, it is not self-seeking, it is not easily angered, it keeps no record of wrongs. Love does not delight in evil but rejoices with the truth. It always protects, always trusts, always hopes, always perseveres.
Love never fails…”

Enemies; which ones must we love and which ones are we to hate?

For God’s enemies:
Psalm 139:20-24 They speak of you with evil intent; your adversaries misuse your name. Do I not hate those who hate you, LORD, and abhor those who are in rebellion against you?  I have nothing but hatred for them; I count them my enemies.
(As you hate God’s enemies, ask God to)
Search me, God, and know my heart; test me and know my anxious thoughts. See if there is any offensive way in me, and lead me in the way everlasting.

For your own enemies:
Mat 5:43-48 43“You have heard that it was said ‘Love your neighbor and hate your enemy.’ But I tell you, love your enemies and pray for those who persecute you, that you may be children of your Father in heaven. He causes his sun to rise on the evil and the good, and sends rain on the righteous and the unrighteous. If you love those who love you, what reward will you get? Are not even the tax collectors doing that? And if you greet only your own people, what are you doing more than others? Do not even pagans do that? Be perfect, therefore, as your heavenly Father is perfect.


Hate the sin, love the sinner?
The only time the sin is separated from the sinner is when there is Repentance, irrespective of who the sinner is.
You cannot say you love someone if you keep quiet about the evil they are involved in. You must warn them of their wickedness. Otherwise, God will hold you responsible if you don’t and they perish. IT IS A DUTY FOR A BELIEVER TO SPEAK BOLDLY OF GOD’S WARNING AND JUDGMENT OF SIN.
Warning the wicked:
Ezekiel 3: 16-20 “At the end of seven days the word of the LORD came to me: “Son of man, I have made you a watchman for the house of Israel; so hear the word I speak and give them warning from me. When I say to the wicked, ‘You will surely die,’ and you do not warn them or speak out to dissuade them from their evil ways in order to save their lives, those wicked people will die for their sins, and I will hold you accountable for their blood. But if you do warn the wicked and they do not turn from their wickedness or from their evil ways, they will die for their sins; but you will have saved yourself.”

Warning the righteous:

Ezekiel 3:20-21 “Again, when the righteous turn from their righteousness and do evil, and I put a stumbling block before them, they will die. Since you did not warn them, they will die for their sins. The righteous things they did will not be remembered and I will hold you accountable for their blood. But if you do warn the righteous not to sin and they do not sin, they will surely live because they took warning, and you will have saved yourself.”

David Bahati responds to Rick Warren

David Bahati, the Ugandan politician, who tabled the anti-homosexual bill in parliament, has responded to Rick Warren, "the American Pastor".

"It is unfortunate that a man of God, Rick Warren who has inspired million and millions of people around the world for a long time has been blackmailed to disappoint them in one day," Bahati said. "We will continue to pray for him."

Bahati was responding to comments that Rick Warren has denounced the anti-homosexual bill, calling it unchristian. The confident and sober looking Bahati said that Rick Warren has chosen to please the world instead of God and it is very unfortunate.

Rick Warren has been under intense pressure to speak about the bill, which the American media has portrayed to be sponsored by him, because of his relationship with the Charismatic Martin Ssempa of Makerere Community Church in Uganda, a strong supporter of the Bill.

Bahati would like the world to know that the bill he tabled in parliament is a full representation of Ugandans who in a survey by the Steadman group stood 95% against homosexuality. He also says the bill was introduced to provide equal protection to the boy child as it is for the girl child, and that is why clauses like aggravated homosexuality – which has been the cause of heat around the world – was introduced.

It is widely agreed upon in Uganda that homosexuality is bad, evil and a taboo, and the issues of death sentence are small things that can be dealt with later.

Homosexuality is not an innate tendency but rather a habit that develops with corruption of the mind especially at the most vulnerable stages of development. Most practicing homosexuals, have had challenges while growing related to absence of parental care and guidance; some of them have been sexually abused at their early stages of growth; others have been tortured by a particular sex and thus developed a phobia for it; and still others have entered the practice due to love for easy money; others especially in single sex schools have fallen prey to homosexual lifestyle due to lack of the other sex, male/female among others. All people engaging in homosexual acts have been somewhat recruited. Besides, no behavior can be passed on to the offspring;hereditary, which makes homosexuality, a behavioral disorientation, an unnatural indulgence.

Homosexuality is not good for individuals or societies


Natural marriage is beneficial while same-sex marriage would be destructive. if everyone in the society lived faithfully in natural marriage, it would result in a dramatic reduction in crime, welfare, abortion, and child abuse. On the other hand, the effects on society if everyone lived faithfully in same-sex marriage, would be the end of society and the human race itself.

While universal homosexuality, of course, would not occur, the paragraph above should help us realize that the two types of relationships can never be equated because they are not equally beneficial.

Simply put, homosexuality is not good for individuals or societies. And while governments cannot feasibly prohibit all negative behaviors, they certainly can avoid promoting those that are. At the very least, our government must avoid promoting homosexual behavior and same-sex marriage.

It has been said that everyone is entitled to their own opinions but not their own facts. Unfortunately, homosexual activists act as if they are entitled to their own facts, one of which asserts that there is no real difference between heterosexual and homosexual relationships. Same-sex marriage advocate Andrew Sullivan writes, “[Gay marriage] says for the first time that gay relationships are not better or worse than straight relationships.... ”

Sullivan is right—that’s what government-backed gay marriage would say to the world—but that’s exactly why we should not endorse it. The idea that “homosexual relationships are not better or worse than straight relationships” is utter nonsense. How can he deny that man-woman unions are the foundation of civilization? Doesn’t he realize that he would not exist or have grown up in such a civilized society without natural marriage?

The truth is that some relationships are better than others. People are equal, but their behaviors are not. Since homosexual behavior is contrary to the natural design and compatibility of the body, same-sex relationships can never function like man-woman relationships, nor can they birth the same benefits. So let’s stop trying to equate same-sex with heterosexual relationships. They never can be the same. Biology prevents it and the evidence we are about to see disproves it.

Medically homosexuality results in numerous health problems to those who practice it, including increases in AIDS, other STDs, colon and rectal cancer, and hepatitis.

Why the Uganda needs the Anti-homosexuality law?



1. Natural marriage is the immune system of civilization. When our marriages are strong, our civilization is strong; when they are weak, individuals and communities suffer.

2. Same-sex marriage activists want to redefine marriage as simply a personal relationship between two committed parties, but marriage is much larger than the two parties involved in a marriage.

o Marriage is a social institution of long-established rules (based on the natural design of the human body) that provides society with the very foundation of civilization—the procreating family unit. That is, marriage is fundamentally about children and the civilization of society both now and for the future.

o Only natural marriage can procreate and consistently provide a nurturing and stable environment for the growth and maturation of children. In this sense, the most basic and effective “form of government” is the natural two-parent family.

o Statistically, children and adults inside of natural marriage are much better off socially, physically, financially, mentally, and emotionally than those outside of natural marriage.

o Those outside of natural marriage are not only worse off personally by those measures, but they cost society billions of dollars in social welfare and law-enforcement expenses.

3. The law is a great teacher—it encourages or discourages behavior.

4. Since the law is a great teacher, government-backed anti-homosexual law would put society’s stamp of disapproval on same-sex relationships and behavior.

This endorsement would fundamentally protect the institution of marriage to the advantage of our society. It would do the following:

o Un-equate homosexuality/same-sex marriage with natural relations/marriage, thereby teaching citizens not to engage in the socially disastrous ideas that natural marriage is no better than any other relationship and that marriage is not a prerequisite for children.

o Pass a strong message that marriage cannot be separated from childbearing; marriage is not just about coupling. This will result curb cohabitation and illegitimacy and painful costs to children and society.

o Discourage homosexual behaviour, which is medically destructive to those who engage in it and financially burdensome to the public in general.

5. In countries that have government-backed same-sex marriage/homosexual marriages, Natural marriage is weakest and illegitimacy strongest where same-sex marriage is legal.

6. Most homosexuals are not interested in marriage—approximately 96 percent of homosexuals in countries with same-sex marriage do not get married. They want government-backed same-sex marriage because it would validate and normalize homosexuality throughout society. (Homosexuals can already marry privately and many of them do—what they want is government endorsement.)

7. Some homosexual activists admit that they would like to destroy natural marriage by legalizing same-sex marriage. Since they refuse to live by society’s standards, they will only feel validated if they beat down those standards to the level of their own behavior. If they succeed, everyone in our country will be harmed in some way.

8. All common objections—including those that cite “discrimination” or “equal rights”—are fallacious (untrue).

“Homosexuality will not be promoted, encouraged or supported in Uganda-Government


The government yesterday reiterated its opposition to homosexuality and said donors were free to withdraw their funding if they wish.

Ethics and Integrity Minister James Nsaba Buturo was responding to a Daily Monitor story that Sweden had joined other countries that are pressuring the government to discard a proposed law that would severely punish homosexuality in the country.

“Homosexuality will not be promoted, encouraged or supported in Uganda,” Mr Buturo added.

Mr Buturo told journalists at the Uganda Media Centre in Kampala that: “We should remind them (the donors) that there is integrity to be defended and threats are not the way to go. If one chooses to withdraw their aid, they are free because Ugandans do not want to engage in anal sex. We do not care.”

Life imprisonment
Life imprisonment is the minimum punishment for anyone convicted of having gay sex, under an anti-homosexuality Bill currently before Uganda’s parliament
He said Ugandans are sober people who consider homosesuality abnormal.

According to comments attributed to Ms Gunilla Carlsson, Sweden’s development assistance minister, the Swedish government says it would cut aid to Uganda over an anti-gay law they find “appalling”.

Mr Buturo said ever since the Bill was tabled in Parliament; various countries have been overreacting and castigating Uganda for having such a law debated by Parliament.

As Mr Buturo was castigating donors, the Uganda Human Rights Commission announced that it will scrutinise the Bill and make recommendations before it is debated. Commission Chairman, Mr Med Kaggwa, said the exercise will help establish whether the Bill, which has been criticised by some rights groups, violates human rights.

“What I can say is that we are human rights defenders and if they (gays) come and complain of discrimination we shall handle their cases,” he said without divulging details.

Mr Butoro warned donors against making statements in the press.
He urged them to channel official communication through the Ministry of Foreign Affairs.

“The government welcomes views that well-wishers of Uganda make concerning her governance. It should be noted from the outset that when such views are from diplomats who are accredited to Uganda, the standard diplomatic practice world over is for such views to be communicated to government through well known diplomatic channels,” he said.

Not civilised
“It is never, ever, a standard practice in the civilised world for a diplomat to address the press of a country in which he or she is serving on how the host country is handling affairs of its land,” he added.

The European Union envoy to Uganda, Mr Vincent De Visscher, in an interview with Daily Monitor on Wednesday, demanded that the government stops offering lip-service in the fight against corruption.

But Mr Buturo said such a statement can only be made by a person who is “unaware of what is going on in the country.”
“It is clear to government and whoever cares to understand the complexities of corruption, that it will take more than the government alone to defeat the corrupt,” he said.
He said the corrupt usually enjoy the support of foreign companies. “The corrupt are found everywhere,” he said.
